Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Resolutions

A.

Consideration of a Resolution approving the Final Plat of Pipeline Estates

After holding a public hearing on October 11, 2023, the Planning and Zoning Commission is recommending the approval of the Final Plat of Pipeline Estates, submitted by Phillip Stanton. The proposed subdivision creates four family residential lots on the south side of Riverview Drive.  

Suggested Motion: I move to approve the Resolution accepting the Final Plat of Pipeline Estates, instructing the City Administrator to withhold the approved Final Plat from recording, and authorizing the Mayor to execute a Subdivision Improvement Agreement between the City of Green River and Phillip A. Stanton.

Council Action Items

A.

Consideration to Approve two State Homeland Security Program Grant Agreements with the Wyoming Office of Homeland Security

In April 2023 the City applied for two State Homeland Security Program Grants through the Wyoming Office of Homeland Security. The applications included 1) the purchase of transfer switches and adapters to be installed at five pump stations allowing for connection to a new portable generator that will provide back-up power to the water/wastewater system and, 2) the purchase of six SCBA's for the Fire Department. Both applications were approved at the requested amount and we are now asking for Council to approve the grant agreements to move projects forward. This grant is 100% federal funds with the goal of enhancing the ability of governments and nonprofits to prevent, protect against, respond to, and recover from terrorist attacks.

Suggested Motion: I move to approve and accept the two State Homeland Program Grant Agreements with the Wyoming Office of Homeland Security, pending legal approval.

Suggested Motion: I move to approve the issuance of a catering permit to Lew's Inc., dba Sands Buddha Bobs Liquor Catering to cater alcoholic beverages at TATA 2023 Christmas Party on December 1, 2023 from 4 pm until midnight at Expedition Island.

Approval of a Street Lighting Agreement with Rocky Mountain Power

Suggested Motion: I move to authorize the Mayor to sign the Street Light Agreement with Rocky Mountain Power for the installation of street lights for the Seneshale Addition.
