Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Council Action Items

A.

Consideration of an Agreement with Sweetwater County District Board of Health

The funding for this was approved by Resolution on June 20, 2023. It is part of the Community Service Agreements that are discussed during the budget. 

Suggested Motion: I move to approve an agreement with the Sweetwater County District Board of Health, in the amount of $31,849. 

B.

Consideration to Approve an Agreement with Sweetwater County

The City of Green River currently has an agreement with Sweetwater County to use their detention facility to house municipal offenders sentenced to a jail term. The City pays a fee in order for the County to house these offenders. Over the last several years, the County has seen a rise in costs associated with housing inmates and, as such, needs to raise their housing rates to accommodate these rising costs. Currently, the rate for housing adult inmates is $85.00 per day. The County is seeking to raise that cost to $125.00 per day, which is consistent with average housing costs across the State of Wyoming and will help them cover their rising costs. They have drafted a new agreement reflecting this fee change.

Suggested Motion: I move to approve the Sweetwater County Detention Center Offender Detention Agreement and authorize the Mayor to sign the agreement, pending legal approval.

Issuance of an Open Container Permit to The Tomahawk Tavern, LLC

Suggested Motion: I move to approve the issuance of an open container permit to The Tomahawk Tavern, LLC for the showing of Halloween movies on October 27, 2023, from 5 pm until 10 pm, within the barricaded area on North 1st West Street from Flaming Gorge Way to the Alley located in the first block.

B.

Approval to Transfer the Tomahawk Tavern's Liquor License

Suggested Motion: I move to approve the transfer of The Tomahawk Tavern's liquor license to cater alcoholic beverages at a concert on October 23, 2023, from 5 pm until midnight, at Bunning Freight Station in Rock Springs, pending approval by the Rock Springs City Council.

Approval of the Utility Review Committee's Recommendation

Suggested Motion: I move to approve the Utility Review Committee recommendation to credit Utility account 1232-010 in the amount of $804.66.
