Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Public Hearing

A.

Public Hearing on the Proposed Ordinance Amending Chapter 6, Article I, Section 6-1 Definitions and Article II, Division 1, Section 6-21 Animal Running at Large Prohibited

The purpose of this public hearing is to allow citizens to comment on the proposed amendment to the City of Green River Code of Ordinances Chapter 6 Animals Running at Large Prohibited.

Board and Committee Appointments

A.

Appointment of Noreena Gunter to the Green River Arts Council

The Green River Arts Council has recommended the appointment of Noreena Gunter to the Green River Arts Council for a two (2) year term. 

Suggested Motion: I move to approve the appointment of Noreena Gunter to the Green River Arts Council for a two (2) year term. 

B.

Appointment of Ainhoa Ferrer to the Joint Travel & Tourism Board

Ainhoa Ferrer has volunteered to serve on the Joint Travel & Tourism Board. She is a lifelong resident of Green River and has volunteered in many capacities, including school PTO's, Girl Scouts, numerous charitable organizations, the Hole in the Wall Gang and is currently serving her final term as Green River Chamber of Commerce Board President.

Suggested Motion: I move to confirm the Mayor's appointment of Ainhoa Ferrer to the Joint Travel & Tourism Board for a three (3) year term beginning April 4, 2023 and ending March 30, 2026.

C.

Appointment of Sherry Bushman to the Green River Airport Advisory Board

Sherry Bushman has volunteered to serve as City Council Liaison on the Green River Airport Advisory Board. 

Suggested Motion:  I move to confirm the Mayor's appointment of Sherry Bushman to the Green River Airport Advisory Board beginning April 4, 2023.

Ordinances

A.

Consideration to Approve on Second Reading an Ordinance Amending a Portion of Section 5 and Section 9 of Appendix C (Subdivisions) of the City of Green River Code of Ordinances

The proposed addition of paragraph (13) to Section 5.e. is to establish an alternative method for approving subdivisions and the recording of the plat. This will provide developers an alternative method to obtain approval and move forward with construction prior to the recording of the final plat and would be at the developers risk rather than the City's. It will also provide an alternative for other landowners thinking of subdividing, but who are hesitant due to the cost and complexities of bonding.

The proposed addition of paragraph (12) to Section 5.e. is to clarify when building permits and occupancy certificates can be issued. The proposed language will define when a building permit can be issued, relative to the completion of improvements under our current platting regulations. Our current ordinance is silent on the issue and can be misinterpreted to mean that houses may be started before public improvements are complete. 

Suggested Motion: I move to approve on second reading the proposed language amendment to a portion of Section 5. (specifically 5.e. "Final Plat") and Section 9 of Appendix C (Subdivisions) of the City of Green River Code of Ordinances to establish an alternative method for approving subdivisions, recording of the Final Plat and to clarify when building permits can be issued.

B.

Consideration on First Reading an Ordinance Amending Chapter 6, Article I, Sections 6-1 and Article II, Division 1, Section 6-21 Animal Running at Large Prohibited

The proposed amendments to the City of Green River Code of Ordinances Chapter 6 Section 6-1 and 6-21 are being proposed by the Office of the City Prosecutor with consultation and support of the Chief of Police.

Suggested Motion: I move to approve on first reading the amendments to Chapter 6 Sections 6-1 and 6-21 of the City of Green River Code of Ordinances.

Resolutions

A.

Consideration of a Resolution Accepting the Final Plat of the Courthouse Subdivision, a re-plat of Block 8 of the Original Town of Green River Plat

The petitioner, Sweetwater County, is requesting consideration of a Minor Subdivision Final Plat for the proposed Courthouse Subdivision, a re-plat of Block 8, of the Original Town of Green River Plat, located in the Northeast Quarter of Section 22, Township 18 North, Range 107 West, Sixth Principal Meridian, Green River, Sweetwater County, Wyoming and contains 2.07 acres. The proposed re-plat will create 2 lots with the County Courthouse on lot 1 and Carnegie Library on lot 2. The Development Review Committee and the Planning and Zoning Commission have reviewed and recommend approval of the Courthouse Subdivision Final Plant as submitted. Since the infrastructure is existing and sufficient for the historical uses, there will not be any additional constriction drawings, public improvements or bond required for this subdivision. Therefore, at this time, the Final Plat of the Courthouse Subdivision is ready for approval by the City Council.

Suggested Motion: I move to approve the Resolution approving and accepting the Final Plat of the Courthouse Subdivision, a re-plat of Block 8 of the Original Town of Green River Plat.

Council Action Items

A.

Consideration to Approve an Agreement for Disbursement, Receipt and Use of Sweetwater County Joint Travel and Tourism Advertising Grant Funds

The City of Green River Parks and Recreation Department in cooperation with the Green River Arts Council applied for an advertising grant through the Sweetwater County Joint Travel and Tourism Board. We have been awarded a $2,500 reimbursable grant to help advertise our 18th Annual Art on the Green event to be held on August 19 & 20, 2023.

Suggested Motion: I move to approve the disbursement and receipt of the Sweetwater County Joint Travel and Tourism Grant, in the amount of $2,500 for the 2023 Art on the Green event. 

B.

Consideration to Ratify the Submission of two State Homeland Security Program Grant Applications to the Wyoming Office of Homeland Security

The Wyoming Office of Homeland Security closed the application period for the FY23 State Homeland Security Program on April 3, 2023. This application period comes approximately one month earlier than in recent years, therefore applications have already been submitted. Staff's intent to apply was communicated to Council during the March 21, 2023 council meeting. Staff is therefore requesting ratification of the submission of two grant applications for this program. The applications include 1) the purchase of transfer switches and adapters to be installed at five pump stations allowing for connection to a new portable generator that will provide backup power to the water/wastewater system and 2) the purchase of six SCBA's for the Fire Department. This grant is 100% federal funds with the goal of enhancing the ability of governments and nonprofits to prevent, protect against, respond to, and recover from terrorist attacks.

Suggested Motion: I move to ratify the submission of two State Homeland Security Program grant applications to the Wyoming Office of Homeland Security.

Suggested Motion: I move to approve the transfer of the Ponderosa Bar's liquor license to cater alcoholic beverages at a wedding on April 22, 2023 from 3 pm until midnight, at the Sweetwater County Events Complex, pending approval by the Rock Springs City Council.
