Now is the appropriate time for citizens in the audience to be recognized and to speak on items both on the agenda and of general concern for them as citizens of Green River. There will be a limit of three (3) minutes for each individual and five (5) minutes for a group spokesperson. No speaker shall speak more than twice on any issue.

Public Hearing

A.

Public Hearing for Liquor License Renewals

Renewal applications were due on December 30, 2022. The Public Hearing was advertised in the Green River Star on February 2nd and 9th, 2023 and a public notice was posted at each establishment's premises. The renewal term will begin on April 1, 2023 and end on March 31, 2024. 

B.

Public Hearing on the Request to Increase the Principal amount of the Clean Water SRF Loan #182 for the WWTP Replacement Facility Project

Public Works seeks authorization to submit a request to the State Land and Investment Board for a $10 million increase to the City's current CWSRF Loan #182 for the construction of the Wastewater Treatment Plant Replacement Facility project. This increase would provide funds sufficient for the project bids recently received. If awarded, construction of the new WWTP facility could begin in 2023. The new facility construction is expected to take approximately two years. The funding agency requires the City to hold a Public Hearing on the proposal.

Board and Committee Appointments

A.

Reappointment of Bryce Castillon to the Green River Arts Council

The Green River Arts Council has recommended the reappointment of Bryce Castillon to the Green River Arts Council for an additional two (2) year term.

Suggested Motion: I recommend the reappointment of Bryce Castillon to the Green River Arts Council for an additional two (2) year term. 

B.

Appointment of Jason Palmer to the Joint Powers Water Board

Jason Palmer has volunteered to serve on the Joint Powers Water Board. He has worked in the wastewater and water industry for the past 33 years and is familiar with the workings of the Joint Powers Water Board and the contracts involved with it. 

Suggested Motion: I move to confirm the Mayor's appointment of Jason Palmer to the Joint Powers Water Board for a three (3) year term beginning March 1, 2023 and ending February 28, 2026.

Resolutions

A.

Consideration of a Resolution Authorizing the Submission of a Request to Increase the Principal Amount of the Clean Water SRF Loan #182 for the WWTP Replacement Facility

Suggested Motion: I move to approve the resolution authorizing the submission of a request to increase the principal amount of the Clean Water SRF Loan #182 for the construction of the WWTP Replacement Facility Project by $10 million for a new loan amount of $45.1 million on behalf of the Governing Body for the City of Green River and authorize the Mayor to sign all pertinent loan documents. 

B.

Consideration of a Resolution Approving a Sweetwater County 2023 Specific Purpose Tax Joint Powers Board Joint Powers Agreement

With the passing of the Specific Purpose Tax proposal last November the entities with approved projects are looking to form a Joint Powers Board to administer the tax. The Joint Powers Board will be tasked with determining how approved funds are dispersed to the participating entities and make decisions around bonding. While the City of Green River is likely not interested in bonding any of our approved projects, staff believes having a seat on the Joint Powers Board will be important. Each entity listed in the agreement will need to approve the resolution, after which the State Attorney General's Office will need to sign off prior to the agreement becoming effective. The AG's office has already given tentative approval of the agreement.

Suggested Motion: I move to approve the resolution approving the Sweetwater County 2023 Specific Purpose Tax Joint Powers Board Joint Powers Agreement. 

C.

Consideration of a Resolution Amending the Fiscal Year 2023 Budget

Suggested Motion: I move to approve the budget resolution increasing the General Fund, Wastewater Fund, Solid Waste Fund and the Water Fund for Fiscal Year 2023, in the amount of $774,164.

Council Action Items

A.

Consideration to Approve the Liquor License Renewal Applications

The Governing Body is required to approve the issuance of Retail, Limited Retail, Restaurant and Microbrewery liquor licenses for a term of April 1, 2023 through March 31, 2024. This is the last step required to renew all twenty-five liquor license applications that were received.

Suggested Motion: I move to approve the renewal and issuance of the liquor licenses presented for a term beginning April 1, 2023 and ending March 31, 2024, pending the issuance of business licenses and occupational permits according to current zoning laws.

A.

Approval of the 2023 Quilting on the Green Memorandum of Understanding

Suggested Motion: I move to approve the 2023 Quilting on the Green MOU with the Quilting on the Green Committee, pending legal approval.

B.

Approval to Transfer the Ponderosa Bar Liquor License

Suggested Motion: I move to approve the transfer of the Ponderosa Bar's liquor license to cater alcoholic beverages at the Muley Fanatics Fundraising Banquet on March 10, 2023, from 2 pm until midnight at the Sweetwater County Events Complex, pending approval by the Rock Springs City Council.

C.

Approval of the Utility Review Committee's Recommendation

Suggested Motion: I move to approve the Utility Review Committee's recommendation to credit utility account 1675-004, in the amount of $435.50.

D.

APPROVAL OF THE WORLD'S LARGEST SWIMMING LESSON HOST FACILITY LIABILITY AND PUBLICITY RELEASE

Suggested MotionI move to approve the 2023 World’s Largest Swimming Lesson Host Facility Liability and Publicity Release for the Green River Recreation Center, pending legal approval.
